Guide to New Dawn Initiative
To understand anomalies, one must
understand the necessary principals and procedures that NDI adheres to. This
guide will familiarize yourself with the basic structure and hierarchy of the
organization, as well as their classifications of anomalous entities. This
covers threat level for anomalous containment; security clearances, field
operatives, tactical response teams, researchers, engineers, doctors and
administration for staff and clearance levels; personnel classifications for
individuals of interests and subjects.
Security
Clearance:
Security clearances
represents an object’s highest importance of interest to the organization. Of
which, only select members of the staff’s position will have access to. This is
done to keep personnel on a ‘need-to-know’ basis.
Omni: The Omni clearance is a restricted clearance
level given only to that of The Director of the organization. This clearance
gives The Director unlimited control access to all classified data, strategic
assets, military and economic resources. The Omni clearance is also the only
clearance that will allow The Director to initiate Protocol: Clean Slate.
Alpha: Alpha clearances are granted to the Alpha-9
Administration Council members and key individual Site Administrators. The A-9
Council are given exclusive site-wide and international intelligence reports
and resources. These individuals are also given access to research and
operation projects
Beta: Beta clearances are given to Site
Administrators. Admins are granted access to site regional data, research and
project reports, and intelligence. This clearance also gives site admins access
to site based research projects and anomalous testing.
Gamma: The Gamma clearance gives senior security
and research personnel full access of in-depth data regarding anomalous objects
and entities. This includes behavioral studies, containment procedures, and
information about anomaly’s origins, recovery and description. Tactical
response teams and field operatives are also given Gamma clearance.
Delta: Delta clearance gives standard research
personnel partial access to information of anomalies both in containment and on
the field in site proximity. This access is also applicable for site engineers
and doctors.
Epsilon: Epsilon clearances are given non-essential
and low ranking personnel with little to no access on operations or anomalous activities.

Administration:
The
Director:
The
position of Director is given to the highest authority of the Initiative. The
current director as of date is still held by the founder of the Initiative.
With complete access to all Initiative information regarding to anomalies,
strategic assets and intelligence along with substantial indirect support from
the government, The Director oversees all Initiative operations. The identity
of The Director is classified and must be referred to as (The) Director.
Alpha-9
Council Member:
The Alpha-9 Council,
or A-9, is a council of representatives made up of the most esteemed and
highest-ranking Site Administrators. The council helps operate Initiative
directives and are active in operation managements given to them by The
Director. Although at any given time, The Director may revoke an Administrator
from his/her position in the A-9 Council if they are flagged as incompetent and
a liability. Each of the 9 administrators operate in 9 primary High-Priority
Initiative Bases. A9 council members must not come into contact with anomalies
with a threat level greater than Class Yellow.
Site Administrator:
Site Admins are
high-ranking key individuals operating in their respective sites that they are
assigned to. They are responsible for the management of Site operations,
resources, testing and research. Site Administrators actively report to the A-9
council on a monthly basis to turn in reports.
Military
Personnel:
Field
Operative:
Highly trained,
tactical and strategic military operatives. These are the eyes and ears of
Initiative operations. They are deployed to investigate signs of anomalous dangers
and activity. Operating in intelligence agencies, government positions, law
enforcement, emergency services and corporate organizations. While they are
undercover operatives, they are outfitted to deal with rival groups of
interests seeking to impede Initiative progress as well as handle certain cases
of confirmed anomalous activity. But this is a rarity as often they are not
capable of handling hostile entities on their own. Field Operatives are
required to radio in tactical response teams for recovery operations.
Tactical
Response Team:
Tactical Response
Teams have two major priorities on the field: The containment of anomalous
objects, hostile or otherwise and the counter response to aggravating groups of
interests. Tactical Response teams also have a third major priority required on
site and that is the defense of Initiative facilities and all their assets.
They are often heavily armed and armored to deal with any high level threats.
Site Staff:
Researcher:
Researchers are the
primary scientific branch positioned to the study and testing of anomalous
entities. Many research personnel are of the most intelligent and educated
individuals garnered from across the planet. Many with fields of expertise
ranging in metaphysical studies, chemistry, physics, biology, cryptology,
archeology, mythology, theology, theoretical physics and more. Their goal is to
determine the nature of the anomalies and how they can be best used for human
interests, countered or contained for our protection.
Security
Specialist:
Chief of the
security division for site. They operate according to site layout and
containment procedures. They have access to all information regarding the
layout and how to best operate in the secure containment of anomalous entities,
and how to best deal with them in case of a breach. The chief is responsible
for providing all information for security personnel regarding anomalies and
information.
Security
Personnel:
Commonly referred to
as guards. They are the first line of defense of the facility. They operate
based on the chief’s directions and are given the same access and information
as the chief of security. They are responsible for the safe and well-being of
all staff personnel on site, as well as maintaining order in events of a breach
or riot.
Standard
Personnel:
Standard Personnel
are often referred to individuals of special interests that the Initiative
classifies based on their background.
Class-1
Volunteer personnel.
Drafted civilians given opportunity to handle with Green or Blue level anomalies.
These tests are done to ensure the potential of the anomalous object’s use for
the future. After substantial testing have been done, memory wipes will be
administered after the end of the week.
Class-2
A majority of Site
Staff personnel with direct access to anomaly. Mainly they deal in Blue, Green
and Yellow threat anomalies. However, there are exceptions where Class-2
Personnel are not allowed near mind-effecting anomalous entities or objects.
Class-3
Expendable
personnel. These individuals are selected to deal with high-threat anomalous
entities from Yellow, Red and to Black. However, they are also permitted to handle
with Blue and Green level anomalies. The majority of Class-3 personnel are
unnoticeable or undesirable individuals. NDI often elects individuals from
prison, mainly death row or life sentenced inmates. Other sources include
political prisoners, asylum inmates, refugees or homeless individuals. After
substantial services to the Initiative, a majority of these personnel are given
memory wipes and released back into society. Other times these personnel are
terminated.
Anomalous Threat
Level:
Anomalies have a
variety of properties and behavior that have an effect on the environment and
individuals. However, these behaviors vary from anomaly to anomaly.
Blue Class:
Anomalies that have
been deemed hazard free, safe, and/or understood by Initiative personnel. Most
Blue Class threats have little to no dangerous effects that are direct or
indirect and are often a subject of potential use for the Initiative and human
interests.
Green Class:
Anomalies with
little to no hostilities or threats. These Green classes aren’t considered life
threatening or dangerous in anyways. However, if utilized in such a manner,
Green Class anomalies can become a threat, directed or otherwise. Cautionary
use of these anomalies are common practice and are rarely used extraneously. Green
Class anomalies can sometimes be used for the containment of other anomalies
and defense of site personnel.
Yellow Class:
These anomalies are
unpredictable in nature and have a detrimental effect for both humans and the
environment. Whether they are intentional or not are subjects to debate and
research. Yellow Class objects are not recommended for Initiative use. However,
one can request permission from A-9 or The Director if sufficient research
proves the anomaly can provide benefits. May likely to cause containment
breaches.
Red Class:
Dangerous anomalies. More unpredictable than those
of Yellow class, with a clear, inherent and sufficient direct or indirect
threat to the safety of Mankind and the Initiative. Red Classes are not to be trifled with. Extensive
research must be carried out in order to understand these anomalies and provide
counter measures against them. More than likely to breach containment and as
such, measures to properly confine these anomalies are put in place.
Termination of these objects are often a last resort option. They are forbidden
to use in under any circumstances.
Black Class:
Black Class
anomalies are considered to be the most dangerous, unstable and destructive
anomalies capable of End World scenarios. Some are even considered a threat to
reality or multiple realities. Each scenario differs based on the nature of the
object however. Great consideration of handling these anomalies are being
routinely discussed and researched in order to effectively contain or terminate
them.
Anomaly
Types:
Solar: Solar type anomalies are active, physical and defined anomalies that have a direct observable effect on reality and the environment around
them. Certain items are limited, however, these anomalies can still exceed their influence upon the material world.
A majority of Solar types are sentient anomalies and much of these Solar types are easily understood and/or explained. Solars range from blue, to
green, yellow and red.
Lunar: Lunar type anomalies are subtle, elusive, sometimes contradictory anomalies that act on both on physical and
metaphysical level of reality. A majority of these anomalies are often non-sentient however there are exceptions. Many Lunar types have no clear defined cause, but observable effects. Understanding how they operate or discerning their origins are challenging. Lunars range from green, yellow, red and black.
